Chapter Summary

This chapter provides a quick review of the factual consequences of non-application of Article 26. The fact that the Security Council has not taken into account, and that from the creation of the United Nations, the mandate entrusted to it by Article 26 Nations, are analyzed as the announcement of a planned abortion (which took place) of the proposed peacekeeping and collective security. The chapter then examines how changes in the very dangerous situation in which the present world is engaged is conditioning, not just a return to the application of Article 26 of the Charter, but also a new thought peace linked to development and human rights, but also essential to the advancement of the global political community. This chapter is in French.
