Chapter Summary

This chapter focuses on three questions: The first of them is this: the obligations they relate human rights (DH) Security Council of the United Nations (CS)? In case of positive answer, then there is the second sub-question: the mechanism of targeted sanctions is it in itself satisfactory in meeting the DH? If the negative response was required, then this is the third sub-question: what to do? Will he means to react, i.e. mechanisms that can be used to return to respect for human rights, or should we resign ourselves to their violation? This chapter is in French.
