Chapter Summary

Targeted sanctions appeared in the United Nations (UN) practice in the late 1990s out of efforts to minimize the adverse effects of collective international sanctions and enhance their effectiveness. Based on the UN, regional and national practice on the implementation of targeted sanctions, this chapter starts with the analysis of the change brought by the emergence of targeted sanctions on the UN sanctions pattern. This explains the various human rights concerns raised by these sanctions, which have been the subject of abundant studies highlighting the human rights violated, and the need for the UN to take into account these concerns when imposing sanctions against individuals. In light of these remarkable studies, the chapter focuses on the obligations of States concerning the procedure for nominating individuals to the UN list and vis-à-vis the request for removal made by persons under their responsibility.
