Paul L. Kelly, a highly respected oil and gas expert on the US Ocean Commission, led the Panel VIII discussion on Arctic offshore oil and gas. Professor Anatoly Zolotukhin from Gubkin Russian State University of Oil and Gas described Russias polar oil and gas potential. He outlined the challenges associated with the development of Arctic offshore fields including severe climate, ice, cost, distance, inadequate technology and expertise, environmental risks, and emergency services. He concluded that international efforts were the most feasible way to meet these challenges.
