An edited transcription of the question and answer session on Panels VII and VIII revealed interest in impacts from development on indigenous populations, concerns about uncertainties and lack of transparency in CLCS processes, scientific research access in the Arctic, oil spill research and the Russian Stockman development project. Panel VII dealing with continental shelf limits and jurisdiction in the Arctic Ocean was moderated by Tomas H. Heidar, Director of the Law of the Sea Institute of Iceland and Legal Adviser of the Ministry for Foreign Affairs. Paul L. Kelly, a highly respected oil and gas expert on the US Ocean Commission, led the Panel VIII discussion on Arctic offshore oil and gas.
