Chapter Summary

The terrorist attacks on the United States of America on 11 September 2001 were of a magnitude and character virtually without parallel in the history of international terrorism. The 'war on terrorism' declared by the USA gained extensive international support. Nevertheless, the 'war on terrorism' has reinforced the states' determination to overcome deficiencies in previous attempts at regulation in this area and to introduce more effective counter-terrorism legislation. Resolution 1373 provides a unique framework of international legal obligations that states must implement through general legislation and enforcement measures. The European Union has subsequently agreed on a multitude of policy statements and legal measures aimed at coordinating and strengthening European counter-terrorism efforts. Resolution 1373 and the EU Framework Decision are directed at the Member States, not their citizens. At the global level, the primary focus will be on Security Council Resolution 1373.
