Freedom House's similar Press Freedom Report 2009, covering all events in 2008, showed comparable results but with some notable variations for specific countries. Out of a total of 195 listed countries, five Eastern African countries appeared in the category 'partly free': Comoros and Tanzania (jointly ranked 101), Uganda (109), Seychelles (125) and Kenya (128). The northeastern parts of the Central African Republic (CAR) were also somewhat affected by cross-border refugee and rebel movements from Darfur. An EU military mission, EUFOR, proposed by France in 2007 to protect refugee camps in Chad and CAR, became operational after considerable delay and with only lukewarm support from other European countries. Comoros (ranked 137), Kenya (144), Sudan (146), Djibouti (151) and Tanzania (152) appeared in the lower half of the medium human development category (HDI values above 0.5) with index values somewhat above the sub-Saharan average.
