Chapter Summary

This Chapter provides an overview of the contemporary framework of global governance to demonstrate the extensive arrangements enabling GCS and others to affect international lawmaking through access to lawmaking fora. To understand the concept of global governance first requires conceptualisation of its constantly evolving framework and components. GCS is integrated within the UN System formally and informally, primarily in institutionalised form as NGOs. It is, therefore, useful to view the framework of global governance from the perspective of the UN System, where NGOs are involved primarily in four areas: human welfare, environment, economy and security. The Chapter delineates GCS actor access points within the framework of contemporary global governance based on the UN System. It then outlines institutional arrangements outside the UN, including transgovernmental networks, the 'private sector' and GCS. Finally, it introduces the phenomenon of global public-private partnerships or 'hybrid' regulatory arrangements that have proliferated in the twenty-first century.
