Chapter Summary

The Human Development Report (HDR) places the emphasis on man or &t;human development&t;. It sees itself as complementing with other world reports that deal primarily with economic aspects of development. The Human Development Index (HDI) has made a decisive contribution to the report's dissemination and success, as it provides an access to cross-national comparisons and to national development trends. Since it first appeared, the HDR has provided some important and innovative impulses. It has attracted considerable public and political attention throughout the world and even proved relevant to the domestic policies of some countries. The HDR undoubtedly has its weaknesses. They are largely due to a very broad conceptual approach and to the occasionally unsatisfactory quality of the data in the HDI, and its structural shortcomings as an aggregated index.
