With the aim of supporting the children in Europe, who were affected by the consequences of World War II, with food, medicine and clothes, the UN General Assembly established with Resolution 57 (I) of 11 December 1946 the &t;United Nations International Children's Emergency Fund&t; (UNICEF). UNICEF played also an important role in the convening of the Security Council for a meeting in the form of an open debate on children and armed conflict in January 2003. As more and more children were affected in recent years by natural disasters, conflicts, or other forms of crises, UNICEF realized that it had to clarify its role in such emergencies: it revised and expanded its &t;Core Commitments for Children in Emergencies&t;, defining the most important tasks for UNICEF on short-, medium-, and long-term scales.
