Chapter Summary

China's continued promotion of democratic development is necessitated by changing domestic and global conditions, rather than the personal agenda of any one individual. This chapter examines several aspects of the current domestic and international climate that compel China's continued democratic development. For quite some time, in discussing democracy, people in China have emphasized "domestic conditions," primarily focusing on those factors that have restricted the development of democracy. In the author's opinion, China's continued democratic development derives naturally from the democratic elements already present in three primary areas: first, from the exercising of state power within the apparatus of the National People's Congress (NPC); second, from the "intraparty democracy" within the ruling party, the Communist Party of China (CPC); and last, from the "social democracy" of groups, such as the Chinese People's Political Consultative Conference, multiparty cooperatives, and self-governing grassroots groups, which hold no official political power.
