The balance of rural interests at the three levels of rural administration-county, township, and village-is critical to the establishment of effective village governance and the harmonious relationship between rural citizens and the state. Rural tax reforms have undoubtedly played a significant role in alleviating the economic burden on farmers and resolving the "three disorders". Only through reform of the village governance structure can the balance of rural interests be achieved and an environment conducive to economic and social development be established. The village is the fundamental organizational and social unit in the lives and work of China's farmers. Thus, only through strengthening the fiscal and governmental operations of the village can the basic needs of farmers be guaranteed. The county, throughout Chinese history, has remained the most stable of administrative units as the most basic level of state power.
