Chapter Summary

Based on the evaluation of the Council Directives and national legislation in the area of immigration and integration, this concluding chapter provides an assessment of each Tampere objective in the field of legal migration. The overarching goal, and the starting-point of the Tampere programme, is the fair treatment of legally resident third-country nationals in the European Union. In any event, national implementing measures are rather restrictive, and a number of national provisions may even amount to an infringement of the fundamental rights of migrants. In addition, it is worrisome that the implementation process has, in various cases, led to national standards being lowered to the minimum standards provided for in the Directives. Finally the chapter provides some recommendations for a future European migration policy.
