The systemic agency of human rights expert is vicarious in nature: human rights experts become particularly powerful arbiters of truth in instances where no direct consequences fall on people's everyday lives. Scandinavian Network of Human Rights Experts (SCANET) members include an executive board, a board of administration, senior researchers, doctorate candidates as well as a part-time coordinator attending to practical matters. This chapter outlines the emergence of the community of practice of human rights experts, focussing on the systemic agency of experts as well as explores the conception of expertise that has emerged from the profile of permanent SCANET members. The chapter concludes by observing how SCANET comes to embody the global elite, and how this elitism also characterizes the international human rights phenomenon.
