Chapter Summary

This chapter provides a broad historical overview of the changes in the area of Chinese democratic elections since 1978, particularly the changes in direct elections. It discusses the panoramic view of both the breadth and the depth of the electoral changes, through an analysis of the successes in the development of China's electoral democracy since 1978, and what caused these successes. Township level Party organization elections into three types, according to who or what is being elected. The first type consists of elections for township Party committee secretaries. The second type of elections are those for township Party committee members. Party committee members generally include the Party committee secretary, the deputy secretary, the secretary of the discipline and inspection commission, and ordinary committee members.
