Chapter Summary

This chapter shows that demographic decline is already occurring in a large number of areas in the Tokyo metropolitan area (TMA). Arguing that contemporary urban politics are an important factor behind the emergence of extreme population ageing and decline amidst ongoing urban growth, this contribution identifies both location and characteristics of municipalities in the whole Southern Kantō Region and in the Tokyo core city area, more precisely, in specific neighbourhoods affected by demographic hyper-ageing and population shrinkage in the Tokyo special ward area. The results were obtained by using census data and other official statistics. Probable causes that brought about these spatial patterns in population ageing and shrinking are discussed, relying heavily upon the concept of 'entrepreneurial city politics' formulated by David Harvey in 1989. The chapter examines strategies and policies currently carried out by the Tokyo prefectural government to cope with the manifold problems existing in its housing estates.

Keywords: population ageing; population decline; Southern Kantō region; Tokyo metropolitan area (TMA)
