The generalization of global issues due to globalization, issues such as the financial crisis at the turn of the century, rampant international terrorism since the 21st century, energy crisis, environmental problems, food crisis and meteorological disaster, etc.,have increasingly become major threats to human existence and national security. Given these newly emerging security threats, security issues are reclassified through relevant researches. Military, political and diplomatic securities are put into the field of "traditional security," while other security problems that may directly pose a threat to human survival and national security are classified into the realm of "non-traditional security". According to the stages of domestic development and the changes of security environment home and abroad, China's construction of responsive capacity can be divided into three phases: 1978-1991; 1992-2000; 2001-2008.
