There is much worth noting in the Report on poverty reduction, environmental protection, nuclear non proliferation, steps to be taken for a better United Nations etc including the expansion of the Security Council. The interests of the United States very often do coincide with those of the United Nations. International terrorism attacks the values that lie at the heart of the Charter of the United Nations: respect for human rights; the rule of law; rules of war that protect civilians; tolerance among peoples and nations; and the peaceful resolution of conflict. In addition to offering legal guidance the International Court of Justice can play a role in international dispute resolution and prevention by providing legal guidance for finding of a solution to actual international disputes. The task is not to find alternatives to the Security Council as a source of authority but to make it work better than it has.
