Chapter Summary

This chapter looks at preventive strategies considered, pursued, or possibly missed during the peace operations. It first outlines an internal International Conference on Former Yugoslavia (ICFY) think-piece for the establishment of a regional conference on human rights and the rights of peoples in the region of the former Yugoslavia. The chapter examines preventive dimensions of the work of ICFY's Working Group on Ethnic and National Communities and Minorities. It then explains the successful initiative for a preventive deployment on the borders between Serbia and Albania. The chapter explores what might have been a missed opportunity for a preventive deployment in Kosovo. The initiative for a preventive deployment of UN peacekeepers in the Former Yugoslav Republic of Macedonia first came from the Co-Chairmen of the ICFY.
