Chapter Summary

The text of this book relies heavily on the documentation of the International Conference on the Former Yugoslavia most of which are in the possession of the author. In the documentary references that follow we have selected some materials that will hopefully enable the reader to see the centrality of human rights in practice in the peacemaking and peacekeeping processes. We have made a selection from a much larger pool of documents on human rights issues. The speaking notes of Mr Vance on 4 September, 1992 show the humanitarian concerns at the start of ICFY. The note of 16 September, 1992 on the Human Rights Committee's consideration of a report from the Federal Republic of Yugoslavia shows ICFY zeroing in on human rights issues from early on.
