Chapter Summary

This is the introductory chapter of the book, Empowered participation or political manipulation? : state, civil society and social funds in Egypt and Bolivia, which situates the study of social funds (SFs) in Bolivia and Egypt within the wider context of state-civil society relations in the two countries and the broader international political economy changes affecting these relations. While the book focuses on empowered participatory institutions (EPIs) and, hence, while its conclusions are directed to these kinds of institutions, it still provides more general even if preliminary insights about the functioning of state-civil society relations under neoliberalism. The book explains how the rise of social funds (SFs) is an outcome of shifts in economics (accumulation and distribution) and politics (the state and its relationship to society including social-policy reform) under neoliberalism.
