Navigation is one of the oldest uses of the sea. The jurisdiction of a coastal State in its internal waters and territorial sea is limited to some extent with regard to foreign ships. States do not in principle have jurisdiction over foreign ships on the high seas. The registration of ships was first regulated in South Africa by Part I of the Merchant Shipping Act, 1894. The Global Maritime Distress and Safety System (GMDSS) requirements apply to convention ships as well as fishing vessels of 45 metres or more in length making voyages outside the South African EEZ. Non-GMDSS requirements apply to non-Convention ships as well as fishing vessels other than those to which the GMDSS requirements apply. The Inshore Vessel Traffic Services Regulations (VTSR) apply to ships of less than 15 metres in length &t;engaged in towing or pushing any vessel or object, other than fishing gear&t;.
