Panel VI, moderated by Myron H. Nordquist of COLP, deals with "Emerging Global Ocean Policy Issues." The lead off speaker was VADM James W. Houck, Judge Advocate General, USN and DOD Representative for Ocean Policy Affairs. He stressed that the global security issues such as counter-proliferation, piracy and assertive coastal State controls threaten the traditional balance of high seas freedoms found in UNCLOS. Global maritime security can only be achieved through the integration of national and regional maritime cooperation. The Deepwater Horizon oil spill in the Gulf of Mexico has focused much attention on the environmental impacts of offshore oil and gas activities and on the effectiveness of the regulatory system controlling oil and gas production in the United States. The potential of the Deepwater Horizon spill to impact other nations raises important questions about the regulatory regime for events that cross territorial and maritime boundaries.
