Chapter Summary

This chapter gives an overview of a report of the ECCI. The speakers of this session were Humbert-Droz and Zinoviev. This session was held in Congress Hall of the Kremlin, Moscow. The session started with chairperson, Kolarov, drawing three points for people in the session. The first point, is the adoption of the agenda drawn up by the Executive Committee. Next, the members present must vote on the rules of order for their congress that have been proposed by a meeting of the Expanded Executive. Thirdly, they must establish commissions that are to carry out detailed study of special questions. Further, the chapter shows Humbert-Droz presenting his points. Finally, Report of the Executive Committee was presented by Zinoviev, who said that two questions have to be reviwed: first, whether their Executive correctly carried out the decisions of the Third Congress, and, second, whether these decisions were correct.
