Chapter Summary

This chapter presents the multifaceted proceedings of the discussion of the Programme of the International and the Communist Parties held on 18th November 1922. In the discussion, the speaker Bukharin addresses the basic theoretical questions regarding programme in the prewar Second International. He presents the thesis that the collapse of the Second International during the War has very deep theoretical roots in its prewar programmatic foundations. The another speaker Thalheimer focus on four different draft programmes: Comrade Bukharin's, a Bulgarian programme, a German programme, and finally the action programme of the Italian Party.
