Chapter Summary

The Principality of Andorra is not a member of the European Union. In July 2005 a cooperation agreement between Andorra and the European Community entered into force. Andorra is a member of the Council of Europe since 1994. This chapter talks about the Constitutional provision of the Principality of Andorra of 14 March 1993, human rights related legislation, and penal code provisions. It also discusses the provisions on non-discrimination, including the administrative code of 1989, as amended up to 2009. Finally, the chapter describes the provisions on equality bodies/ombudsman, including law on the creation and function of the ombudsman of 1998.
