Chapter Summary

Belarus is not a member of the European Union and a member of the Council of Europe. This chapter presents the relevant provisions of the Constitution of the Republic of Belarus of 1994, as amended up to 17 October 2004. It also describes the human rights related legislation, including law on trade unions of 1992, law on freedom of conscience and religious organisations of 1992, law on public associations of 1994, and law on political parties of 1994. Further, the chapter discusses the penal code provisions and provisions on non-discrimination and protection of minorities.
