Chapter Summary

The process through which the responsibility to protect has been introduced in the international legal order, can be summarized as follows: In 1995 this concept was first introduced by Francis M. Deng, in 2001 it was published in the International Commission on Intervention and State Sovereignty (ICISS).  Efforts were intensified to explore the historical dimension of the responsibility to protect better and especially to make a distinction from the Institute of humanitarian intervention. Responsibility to protect is mainly for the observance of basic human rights. The series of cases of genocide and crimes against humanity have clarified that a military intervention can only be a last resort solution of related activity. The superiority of the responsibility to protect concept manifests itself precisely in its comprehensive nature, which is unnecessary on prevention and commitment to rebuild military intervention.
