Chapter Summary

This chapter is designed to raise awareness and stimulate discussion on how to best respect and protect cultural heritage in so called peace support operations in accordance with the applicable legal framework. The protection of cultural heritage is a dynamic process and must keep pace with developments in international humanitarian law, international relations, politics and warfare. The approach of multiculturalism, the enhancement of protective measures and standards, down-playing the factor of military necessity, criminalisation of the wrongs against cultural property and clear dissemination of legal norms to protect cultural property also during internal conflicts have to become a real and common international endeavor with commensurable effects. The successful protection of cultural heritage can apodictically only be ensured if civilian and military authorities work closely together. Protection starts in peace, but the quality and efficiency of protective efforts are tested during situations of crisis and its aftermath.
