Chapter Summary

This chapter focuses on proposals to help ameliorate the human rights situation in the Russian Federation and advance human rights worldwide. First, it provides a general perspective of the relationship of the Russian Federation and the United Nations (UN) as well as a brief overview of some of the visits by High Commissioners to the Russian Federation. Second, the chapter assesses the role of the Office of the High Commissioner in Moscow and make suggestions for improvement of its work. Third, it addresses the process of submission of individual cases to the Office of the High Commissioner in Geneva and the need for more transparency and feedback. Finally, the chapter also addresses the implementation of recommendations of the High Commissioner and proposes potential solutions to enhance compliance.
