Chapter Summary

Burma’s recent history of widespread and systemic human rights abuses, rising to the level of crimes against humanity and war crimes, is well documented. The primary means through which the United Nations (UN) engaged with the Burmese government on human rights from 1994–2009 was through the appointment of a Special Rapporteur on the Situation of Human Rights in Myanmar. Importantly, in the wake of the Saffron Revolution and the gunning down of peaceful protesters in the fall of 2007, the Human Rights Council convened a special session on the situation. This chapter highlights the primary challenges faced by the High Commissioner in attempting to engage with Burma. It emphasizes that the work of the Special Rapporteur is intended to help the country achieve the goals that President Thein Sein has articulated and offers constructive advice about how to improve the country's adherence to international human rights standards.
