The outbreak of war and the subsequent shifts in social hegemony directly affected the system of justice, which underwent enormous changes in its institutional structure and judicial powers. Throughout the Republican zone, the first weeks of the war saw the implementation of what was called 'popular justice'. A full popular justice system deals with civil as well as military cases. The formation of popular tribunals was seen as a necessary measure, one that could put the brakes on the summer's excessive repression. The tribunals began to function at the end of October, and in the first weeks they primarily heard the cases of civilians accused of collaborating with the July military rebellion. The formula used to constitute the new tribunals, published in the Generalitat's daily newspaper, was based on several decrees from the Republican Government's Ministry of Justice.
