Chapter Summary

On the basis of the deliberations of the Experts' Conferences, the ICRC submitted in 1973 the text of two draft Protocols additional to the Geneva Conventions: Protocol I relating to international, Protocol II to non-international armed conflicts. These two draft Protocols constituted the basic working documents for the Diplomatic Conference convened by the Swiss Federal Council in February 1974. The Conference encountered a number of difficulties of a general character which have to be explained to provide the background for understanding its work, which will be commented upon article by article. The main documentary source for the Diplomatic Conference on the Reaffirmation and Development of International Humanitarian Law applicable in Armed Conflicts at Geneva 1974 to 1977 are the seventeen volumes of the "Official Records" published in 1978 by the Federal Political Department, Berne, Switzerland in the official working languages of the Conference.
