Chapter Summary

Protocol I contains a rather diversified menu of developments in humanitarian law. It is divided into six Parts and has two Annexes. Unlike the Geneva Conventions of 1949 Protocol I is preceded by a Preamble. It had been a matter of controversy at the Diplomatic Conference of 1949 whether or not a preamble with preliminary provisions should be inserted. Protocol I restates the task assigned to the "Diplomatic Conference on the Reaffirmation and Development of international humanitarian law applicable in armed conflicts" and emphasises the special necessity of supplementary measures to reinforce the application of this law.
