Chapter Summary

This part is as a whole complementary to the General Provisions of Part I, in particular to Art. 1(1), the undertaking to respect and ensure respect not only for the Protocol but also for the Conventions. The Part is divided into two sections. The General Provisions of Section I are mainly concerned with measures to be taken already in peacetime, while Section II is dedicated to the "Repression of breaches of the Conventions and of this Protocol", and therefore presupposes that an armed conflict has begun. Most provisions of the first section are closely connected with one another. After the general rule has been established in Art. 80 three special measures in order to comply with it are indicated, in Arts. 82 to 84. The next section discusses Arts. 86 to 91.
