Chapter Summary

This chapter discusses Article 1, 2 and 3, explaining the scope of the Protocol. Article 1 is on material field of application and shall apply to all armed conflicts which are not covered by Art. 1 of the Protocol Additional to the Geneva Conventions of 12 August 1949, and relating to the Protection of Victims of International Armed Conflicts (Protocol I). Article 2 on personal field of application discusses that this Protocol shall be applied to all persons affected by an armed conflict as defined in Art. 1. Article 3 on non-intervention explains provisions on what will not be invoked in the Protocol. This article prohibits invoking the Protocol as a justification for intervening. UN organs act on the basis of the Charter and do not need the Protocol in order to justify their actions.
