Chapter Summary

This chapter explains the new procedure for concluding agreements outside the European Union questioning the unit. The post-Lisbon primary law undeniably poses for external conventional action, carrier procedural framework of unity in the consistency and procedural uniformity imposed. The procedural unification process of the Union's external conventional action has now reached unprecedented levels under the combined effect of Unification of procedural legal basis and homogenization procedural schemes used. The study of the first implementations of the new procedural framework reveals a real pragmatism from institutions, presumably dictated by some diplomatic constraints. In addition, for their part, Member States sometimes express a reluctance to the effects of the new procedural framework. The original text of the chapter is in French.
