Chapter Summary

This chapter focuses on a legal framework of EU-Russia relations. The evolution of the domestic political context in Russia is a crucial factor in the procedure for concluding a new bilateral framework agreement. Another issue that is expected to remain at the centre of EU-Russia discussions is certainly the prospect of a visa free regime. For the EU, however, 'security of supply' is a key concern and for this reason a diversification of suppliers within a flexible energy market is essential. In anticipation of a new framework agreement, Russia's recent accession to the World Trade Organisation (WTO) significantly affects the legal framework of EU Russia trade relations. Both within the EU and in Russia there is a consensus that the legal framework of their bilateral relationship needs modernisation. The connecting factor between all identified problem areas (values, energy, visa, neighbourhood relations) is a lack of trust between the parties.
