Chapter Summary

This chapter examines the structure of the Koguryŏ provincial system and the process of its formation as well as the overall system of the centralized dominion which existed after the fourth century. In so doing, it first looks at the Four Checklists of Place Names in Samguk Sagi, a record for which dating is certain and in which Koguryŏ leadership had a hand. This provides a profile of the provincial system in the final period and a basis for examination of the brief references in Chinese histories through which an attempt is made to reconstruct it as it stood after the second half of the sixth century. Next the chapter looks at prefectures and the course of their formation as a feature of the province system after the fifth century, thus rounding out a view of the process whereby the overall system was instituted.
