Chapter Summary

This chapter explores the legislative acts that serve as possible legal bases for EU peace building in the law enforcement sector. It provides a concise analysis of instruments most relevant to the purposes of: the Development Cooperation Instrument (DCI), the Pre-Accession Instrument (IPA), the Stability Instrument (SI) and the European Instrument for Democracy and Human Rights (EIDHR), as well as their interrelationship in the context of the SI. Therein, the focus lies on an examination of their respective objectives. The chapter presents the required programming documents and principles which, in addition to the objectives, guide the implementation of the instruments. A presentation of the assistance to Kosovo and Afghanistan in the police and justice sectors illustrates the operationalisation of these instruments. Non-Common Foreign and Security Policy (CFSP) support to the law enforcement institutions in Kosovo is embedded in the Stabilisation and Association Process (SAP) which Kosovo participates in since 2002.
