Chapter Summary

This chapter suggests a roadmap for developing a regional network of marine protected areas (MPAs) in the South China Sea (SCS). This roadmap contains a set of optional actions available for working toward the development of a network of MPAs in the SCS. They can be arranged into three broad categories: focusing on national actions, enhancing of regional cooperation and building a regional regime for MPAs. The first two categories of options have an ad hoc nature and do not require a higher level of commitments from SCS States. The last one implies a high degree of regional integration and the possibility of developing inter-related measures under a single regional cooperative framework. The usual practice to ensure compliance with regional commitments, not only in the SCS but also in other regions, is through the reporting requirement on what has been done by State Parties to the Meeting of Parties.
