This appendix of the book National Police Reserve: The Origin of Japan's Self Defense Forces presents a letter from General MacArthur to Premier Yoshida authorising the creation of the National Police Reserve (NPR) on 8 July 1950 relevant to discussion of motives and initiatives of the Japanese elite that were directed towards the establishment NPR. The emergence of the Cold War, the threat of communism in Asia, the collapse of the Yalta system and the Korean War were all instrumental in the birth of the NPR.
