Chapter Summary

The Chongqing Yangtze River Xiaonanhai Water Control Complex is located in the juncture of the buffer zone and the experimental zone of the Upper Yangtze Rare and Endemic Fish National Nature Reserve. The reservoir is expected to flood a 70 kilometer stretch of the buffer zone, accounting for one-fifth of the trunk stream in the nature reserve. According to an investigation in April and May 2012, it was confirmed that the Chongqing Municipal Government, for local interests, first started considering the project in 2005 and aggressively began the preliminary work in 2008. In 2008, the National Development and Reform Commission (NDRC) issued a notice to relevant ministries for suggestions on the preliminary work of the Xiaonanhai Project. The Xiaonanhai Project is located in the juncture of the buffer zone and the experimental zone of the Upper Yangtze Rare and Endemic Fish National Nature Reserve.
