London Borough of Tower Hamlets has the highest percentage of Muslim residents and councillors in the U.K., as well as the highest government responsiveness among the thirty-two London boroughs. As such, it was selected based on an extreme value on one of the independent variables, the percentage of Muslim councillors. London Borough of Tower Hamlets is located in the East End of London along the River Thames, and has developed rapidly during the nineteenth century as a result of the naval and clothing industries attracting major immigration.
