The Proliferation Security Initiative (PSI) is an activity initiated by the Bush Administration to prevent weapons of mass destruction (WMD), their delivery systems and related materials from reaching or leaving states or sub-state actors "of proliferation concern". Countries publicly adhering to the PSI Principles have grown from an initial core of eleven to more than thirty, including in Asia, Australia, Japan, the Philippines, Singapore, South Korea and several land-locked Central Asian nations. Despite early self-serving claims of success by the United States and other participants, the PSI seems to have reached a plateau and suffers from serious shortcomings. Various concerns have limited PSI participation. These include a lack of clarity and double standards in PSI definitions, such as countries "of proliferation concern" and "good cause" (for interdiction); the obligations linked to these vague and politically subjective definitions; and international legal issues.
