Chapter Summary

In this chapter, the author assesses implementation of International humanitarian law (IHL) by diplomatic means through official and non-governmental organizations. Due to the vast scope of the subject, the author narrows his analysis to three topics: (a) overview of diplomatic efforts conducted by the International Committee of the Red Cross (ICRC), (b) the role of the United Nations diplomacy in IHL implementation and, finally, (c) diplomatic means and methods utilized by non-governmental organizations. The author concludes the assessment by reviewing significant characteristics of each of them with respect to changing circumstances of the last decade. In contrast with other entities included in the assessment, the United Nations is equipped not only to address humanitarian tragedies, but also to shape the political landscape that causes them. This characteristic makes the United Nations concern regarding IHL even more valuable and its active involvement welcome.
