The Five Year Development Plan 1974/75-1978/79 was the second post-independence development plan of Sierra Leone. Although the plan implementation period ended a decade ago, the document continues to have immense implications for regional development in the country for two reasons. First, because it focussed heavily on spatial analysis and regional equity; second, because the implementation of its successor, the third development plan, has been hindered by financial difficulties. This study examines the political economy conditions that dictated the spatial emphasis of the second plan, the plan's attempt at spatial re-distribution of reseources and the actual spatial impacts of its implementation.
