Man opfatter sædvanligvis Atlantpagten som et isoleret Fænomen. Jeg vil forsøge at sætte Pagten ind i en større Sammenhæng. Pagten er hverken Begyndelse eller Afslutning paa en Udvikling, men Led i en saadan. Den er fremgaaet af en historisk og sociologisk Udvikling. Denne vil jeg til at begynde med kort skitsere og dernæst gennemgaa Pagtens vigtigste Bestemmelser, fortolke dem og maaske ogsaa kritisere dem en Smule for endelig at afslutte min Fremstilling med nogle Bemaerkninger om Forholdet mellem Pagten paa den ene Side og de forenede Nationers Pagt og Traktatkomplekset angaaende det europæiske Forsvarsfaellesskab paa den anden.
