Initial prohibition on all contact between mother and child not based on sufficiently valid reasons, and subsequent delays and limited number of contacts with children did not have objective basis. Placement of children and their continued presence in community led in part by two persons with criminal convictions for ill-treatment and sexual abuse did not satisfy the right to respect for family life. Judgment of breach of the Convention imposed a legal obligation on State not just to pay compensation but to choose general and individual measures to put an end to the violation.
