Trial by Belgian Court of Cassation of former minister had modified rules of criminal procedure in unforeseeable way so that the trial was not fair. Court of Cassation had no jurisdiction to try defendants other than ministers for offences connected with those for which ministers were standing trial and so was not a tribunal established by law. However, the prohibition on punishment without law did not prohibit an extension of limitation periods where the relevant offences have never become subject to limitation.
